Ancient rulers implemented official monopoly on border tea, and later allowed merchants to trade freely. They used border tea as a means of ruling over their Tibetan compatriots. At the beginning of the 17th century, the rulers of the Qing Dynasty set up factories to process tea, centered on Yazhou (today's Ya'an City), which was produced and sold to Kangding and Xizang.
