@The Harbin Flood Control Victory Memorial Tower# 0 was built on October 1, 1958, to commemorate the people of Harbin city's victory over the "57 year catastrophic flood". It was jointly designed by former Soviet designer Bakis Zhelev and second-generation architect Lee Kuan Yew of Harbin Institute of Technology, and the tower site was determined by the then mayor of Harbin, Lv Qien.
